Donald Ervine Photo Donald M. Ervine Chairman, CEO, President, and COO

Mr. Ervine was appointed Executive Chairman of the Board of Directors of VSE Corporation on April 22, 2008. He served previously as Chairman of the Board and Chief Executive Officer of VSE Corporation from 1992 to 2008. He served as VSE’s President and Chief Operating Officer from 1988 to 1992 and again from 2002 to 2008. He joined VSE in 1983 as a Program Manager, and from 1986 to 1988, he served as Executive Vice President in charge of VSE’s nationwide operations.

Mr. Ervine completed a distinguished 27-year career of military service in 1983, including 24 years active-duty in the U.S. Navy achieving the rank of Captain. Mr. Ervine holds a Bachelor's degree in Business Management from West Virginia Institute of Technology and a Master's degree in International Affairs from George Washington University. He is also a graduate of the Naval War College and the Industrial College of the Armed Forces.

 
 
   
 
Maurice Gauthier Photo Maurice A. Gauthier

Mr. Gauthier was appointed Chief Executive Officer, President and Chief Operating Officer of VSE Corporation on April 22, 2008. He completed a distinguished military career of over 28 years of service, retiring in 1997 as a Navy Captain and board certified Department of Defense Major Program Manager for the Naval Sea Systems Command Foreign Military Sales (FMS) program and the San Antonio Landing Platform Dock (LPD 17) Class Shipbuilding Program. Mr. Gauthier worked for VSE from October 1997 through February 1999 as Vice President and Chief Technology Officer, and as our Director of Strategic Planning and Business Development, before joining the Nichols Research Corporation Navy Group as its President. With the acquisition of Nichols Research Corporation by Computer Sciences Corporation (CSC) in 1999, Mr. Gauthier served as Vice President of CSC’s Advanced Marine Center. His most recent assignment with CSC was Vice President and General Manager of CSC’s Navy and Marine Corps Business Unit where he was responsible for the overall leadership and financial performance of a 2,500 person organization providing systems engineering, technical, information technology and telecommunications support to U.S. Navy and Marine Corps customers.

Mr. Gauthier earned a Bachelor of Science degree at the U.S. Naval Academy in 1969. He received a Master of Science degree in Systems Engineering in 1976 from the U.S. Naval Postgraduate School, Monterey, CA. He is a graduate of the Defense Acquisition University’s Defense Systems Management College (1988) and of the Advanced Executive Program (1993) and the International Marketing Program (1994) offered by the Kellogg Graduate School of Management at Northwestern University.

 
 
   
 
James Knowlton Photo James M. Knowlton, Executive Vice President; Director, International Group

As Director of VSE’s International Group, Mr. Knowlton is responsible for the operations of VSE’s Fleet Maintenance, VCG, and BAV Divisions. Mr. Knowlton is responsible for the operational policy development and oversight, personnel management, cost management and marketing. Mr. Knowlton also monitors sales growth, identifies potential new areas of business, provides innovative bid strategies, and oversees contract execution and performance including quality, schedules, budgets and customer liaison.

Since beginning his VSE career in 1984, Mr. Knowlton has held increasingly responsible positions as Manager, Technical Recruiting; Logistics Support Manager; Assistant Vice President and Group Manager, Engineering Support Group; and Vice President and General Manager, Engineering and Logistics Center before being appointed Executive Vice President in 1997. Prior to his association with VSE Corporation, Mr. Knowlton completed a highly successful 23-year career with the U.S. Navy.

   
   
 
Tom G. Dacus Photo Thomas G. Dacus, Senior Vice President; Director, Federal Group

Mr. Dacus manages VSE Corporation’s Federal Group, which is focused on supporting Federal Government agencies through four major divisions: Communications and Electronics Division, Information Assurance Division, Management Sciences Division, and Systems Engineering Division. He has more than 30 years experience managing complex engineering and information technology programs and projects. This experience transitions a wide range of engineering, information technology, and technical fields, from system component design and manufacturing to complex weapon system engineering and analysis.

Mr. Dacus’ diverse background in engineering, manufacturing, information technology, and related fields is complemented by his extensive business knowledge. Mr. Dacus holds a Bachelor of Science degree in Electronic Engineering Technology from the California State University Long Beach and a Master of Business Administration from Pepperdine University.

   
   
 
James Reed Photo James E. Reed, President, Energetics, Inc.

Mr. Reed rejoined VSE’s wholly owned subsidiary, Energetics, Incorporated, as President in 2005. He was one of the original founders of Energetics in 1979, and had worked in senior management positions for the company for 22 years before leaving in 2001 to pursue private consulting interests. Mr. Reed is responsible for all aspects of Energetics’ practice as a full-service consulting company providing technical and management support in Energy and Environmental Management, Industry and Technology Strategies, Environmental and Fossil Energy Technology Development, and Power Systems. He has 33 years of professional experience in the government support services industry.

Mr. Reed received the B.S. degree in Engineering Science from Penn State University in 1970 and an M.S. in Electrical Science and Applied Physics from Case Western Reserve University in 1972. He is a registered Professional Engineer in Maryland.

   
   
 
Craig Weber Photo Craig S. Weber, Executive Vice President; CAO; Corporate Secretary

Mr. Weber joined VSE in 1971 and was appointed Chief Administrative Officer in 2002, providing oversight and direction for all of VSE’s administrative staff and support functions. Mr. Weber has supported VSE in a range of positions for more than three decades, including Treasurer, Chief Financial Officer, Director of Human Resources, Proposals Manager, and Director of Information Systems. Mr. Weber has served as Corporate Secretary since 1983 and was appointed a Vice President in 1986, a Senior Vice President in 1987, and an Executive Vice President in 2000. 

Mr. Weber served in the U.S. Navy from 1966 to 1969, principally as Navigation Officer aboard the USS TACONIC (LCC-17) and later as Chief Staff Officer, River Division 531 during the Vietnam conflict. Mr. Weber is a graduate of the University of Colorado, B.A. (1966), M.A. (1971).

   
   
 
Thomas Loftus Photo Thomas R. Loftus, Senior Vice President, Chief Financial Officer

Tom Loftus is the Chief Financial Officer/Principal Accounting Officer of VSE Corporation. He has been in this position since March, 2002. He manages the entire accounting operation for the consolidated corporation. This involves managing the many daily tasks necessary to support the corporation as well as managing the numerous external compliance and audit functions involved in a government contractor that is a public company. Mr. Loftus has been with VSE since 1978 and has held various job descriptions over the years in the Finance and Accounting Department including Comptroller and Corporate Tax Director, a function he continues to perform.

Mr. Loftus is a licensed CPA in the State of Virginia and has a Master of Business Administration (MBA) from George Washington University. He has nearly three decades of finance and accounting experience. He is a member of the National Society of Tax Professionals and a member of the Maryland Society of Accountants

James Lexo serves as VSE’s Executive Vice President of Strategic Initiatives and Business Development, as well as CEO of Integrated Concepts and Research Corporation. In 1996, Mr. Lexo assumed his current position with ICRC, which at that time was a start-up company with revenues less than $200,000. Since then, revenues increased dramatically and in 2005, exceeded $100 million. ICRC was previously owned by Mr. Lexo and Koniag Inc., one of Alaska’s 13 regional native corporations recognized through an act of Congress.

Mr. Lexo has managed small to mid-sized businesses for 19 years with the past 11 years focused on federal contracting. From 1985 to 1995, he served as Vice President of International Research Group, which facilitated the transfer of technology from Europe to the U.S.  Prior to that position, he was the Administrative Aide to Congressman Don Young of Alaska after having worked for the Republican National Committee. Mr. Lexo received a Bachelor of Arts Degree in Political Science in 1970 from Westminster College in Pennsylvania, and graduate studies in government contracting from the University of Virginia.

Carl Williams is the President and COO of ICRC. Mr. Williams joined the ICRC Team in 1999 and was promoted to his current position in 2007. Carl has directed ICRC’s rapid growth doubling resources, revenues, and profits over the last five years. His day to day responsibilities include the operational management of ICRC’s four divisions to include strategic, infrastructure & resource planning, financial management, as well as providing for ICRC’s internal information technology resources. From the inception, Carl has been directly involved in the development and deployment of ICRC’s information technology systems as the company’s resources and needs expanded over the past 8 years.

Prior to working for ICRC, Mr. Williams served as a Program Manager and Vice President for Operations for a small engineering firm providing unique specialized technologies to the Department of Defense and Energy clients.

Mr. Williams completed a successful 23 year career in the U.S. Navy as a Surface Warfare Officer aboard various nuclear-powered ships.  He served as an officer in a variety of engineering, operations and training roles in the Atlantic and Pacific Fleets. From 1992-1995 he served on the Chief of Naval Operations staff supporting the U.S. Navy’s International Science & Technology initiatives.

Mr. Williams has a bachelor of sciences degree in Mechanical Engineering from North Carolina State University.

Michael E. Hamerly joined VSE in 1984 as a Project Manager. From 1984 to 1994 Mr. Hamerly served as Combat Systems Division Manager and Marine Engineering Group Manager. In 1996 Mr. Hamerly was promoted to Vice President, Deputy Manager, Engineering and Logistic Center. From 1999 to present, Mr. Hamerly has served as Manager, Fleet Maintenance Division. In 2006, Mr. Hamerly was promoted to Executive Vice President. and Deputy Director, International Group.

The Fleet Maintenance Division also provides property management, logistics and disposition services to support the seizure and forfeiture program for the U.S. Treasury Executive Office for Asset Forfeiture and other federal agencies.

Before joining VSE Corporation, Mr. Hamerly served more than 20 years active duty in the U. S. Navy and retired as a Chief Petty Officer. Mr. Hamerly holds a bachelor’s degree in Management from Saint Leo University, Tampa, Fla.
